NED funds projects by nongovernmental organizations abroad that promote human rights, independent media, accountability, civil society, civic education, democratic institutions, freedom of association, and related democratic goals. It does not fund individuals, governmental bodies, state-supported institutions, or programs implemented in the United States or other established democracies.
